The Victory Plan: A Framework for Ukraine's Future
The Victory Plan, presented by President of Ukraine Volodymyr Zelenskyy to the Verkhovna Rada, comprises five key points—geopolitical, two military, economic, and security-related—along with three secret annexes.
The first point calls for Ukraine's invitation to join NATO. Zelenskyy emphasized that such an invitation could be fundamental for peace and signal to Russia that its geopolitical calculations have failed: “Determination on the NATO issue for Ukraine also means the inevitability of European integration for Ukraine and the fact that there is no alternative to democracy in Ukraine.”
The second point focuses on defense, outlining the need for irreversible strengthening against aggression. The President noted a clear list of weapons necessary to sustain Ukraine's military strength, including further operations by the Defense Forces and strengthening Ukrainian positions: “The defense point of the Plan has a secret annex – and it is accessible only to those partners who have the appropriate military assistance capabilities.”
The third point is deterrence, proposing a comprehensive non-nuclear strategic deterrence package to protect against Russian threats. Zelenskyy stated, “The deterrence package is the fact that Russia is either going into diplomacy or going to lose its war machine. Peace through strength.” This point includes a secret annex that has been shared with leaders of the U.S., the UK, France, Italy, and Germany.
The fourth point addresses Ukraine's strategic economic potential, proposing a special agreement for joint protection and investment in critical resources worth trillions of dollars, including uranium, titanium, lithium, graphite, and other strategically valuable resources. Zelenskyy remarked, “The deposits of critical resources in Ukraine, along with Ukraine's globally important energy and food production potential, are among the key predatory objectives of the Russian Federation in this war. And this is our opportunity for growth.” This point also contains a secret annex that is shared only with designated partners.
Finally, the fifth point is security-related, aimed at the post-war period. It suggests replacing certain U.S. military contingents in Europe with experienced Ukrainian units: “This Ukrainian experience should be used to strengthen the defense of the entire Alliance and ensure security in Europe. This is a worthy mission for our heroes,” Zelenskyy concluded.
