Russell Vought, a key figure behind Project 2025, has been vocal about his vision to reform the federal government, using military-style rhetoric to describe his approach. Vought, who may be appointed to a significant role in a potential second Trump administration, is developing a secret "180-Day Transition Playbook" to ensure a smoother implementation of Project 2025, avoiding the issues faced during Trump’s first term.
As former Director of the Office of Management and Budget (OMB), Vought was central to conflicts over federal spending and presidential powers, including reallocating funds for Trump's border wall and withholding military aid to Ukraine.
