QUICK NEWS: What is “Ukraine Compact”?
Today, as a part of the 75th NATO Summit program, President Biden will gather leaders from 19 countries and the European Union, all of whom have negotiated and ratified bilateral security agreements with Ukraine, to launch the "Ukraine Compact."
This initiative is designed to reaffirm their commitment to supporting Ukraine in the years ahead. President Biden himself signed a 10-year bilateral security agreement with Kyiv during the G7 summit in Italy last month. Similar agreements have been signed by countries such as the UK, France, Germany, and Poland.
"While Ukrainian leaders refer to these agreements as security guarantees, aiming for clarity and reassurance among the public, the term 'guarantees' can be misleading," explained Leo Litra, a visiting fellow at the European Council on Foreign Relations.
These security agreements outline specific provisions for military and financial assistance, as well as training for Ukrainian forces, but they do NOT mandate signatories to engage in military conflict if Ukraine faces an attack.
